14 SEPTEMBER 2004 FOR AUCTIONS AND FIXED PRICE
LISTINGS ON EBAY MOTORS IN PARTS AND ACCESSORIES ONLY

On Tuesday 14 September, ebaY will hold a one day special
promotion on ebaY Motors for non-vehicle listings only, where
the listing fees for parts and accessories will be capped at 50
cents. This applies to all auction and fixed price listings started
between 00:00:01 PT - 12:00 AM plus one second on Tuesday
14 September, and ending 23:59:59 PT - 11:59 PM plus 59
seconds on 14 September. This includes listings created
before 14 Sep and scheduled to start during the promotional
period.

Excluded are ebaY Motors vehicles listings, ebaY.Com listings,
International, Live Auction, Professional Services, and Store
Inventory listings. The promotional rate does not apply to listings
with a start date before 14 Sep - including those listings revised
during the promotional period. The promotional rate also does
not apply to listings created on 14 Sep and scheduled to start
after the promotion ends. ebaY will charge all optional listing
feature fees including: Buy It Now, Featured Plus!, Highlight,
Bold, Home Page Featured, Gallery Featured, Gift Services,
Reserve listing fee, Listing Designer, Picture Services, Slide
Show, Supersize Picture, and extended duration surcharges.

ebaY's feedback system appears to be glitching out. A buyer
reported their feedback showing multiple negatives from the
same seller, when the seller left combinations of positives and

ebaY's PayPal is going to attempt to "fine" users who get paid for
adult items, non-approved pharmaceuticals, or for gambling
using their system. ebaY no longer allows their PayPal system
be used for these purposes. How ebaY thinks it will collect
these fines remains to be seen. All the seller needs to do is
keep their PayPal account emptied and their associated bank
account isolated and bare, to give PayPal a hard time collecting
these fees. It might also be that PayPal is opening itself to more
regulatory scrutiny in attempting to impose fines - recourse
usually only open to governmental and banking institutions.

ebaY has decided to no longer permit sellers to have live chat
capability on their item pages. As always ebaY claims this is
just a 'clarification'.
