ebaY came back from maintenance at 03:00 but the chat boards were
down until approx 03:48 PT. ebaYs late announced pic services
maintenance was scheduled to run from 23:00 PT on 7 Jun until
04:00 PT, but it pic services did not come back up. Pic services were
down for the entire day, having residual effect on many third party
service providers in addition to ebaY's own SAB and SAP programs and the
online auction list form itself. 04:05:35 PT users reported Web-TV users
not being able to access the My eBay account pages. At 04:22:09 PT
users received error messages when trying to access various functions on
ebaY. At 04:56:48 PT the feedback system was reported down. ebaY
posted at 05:51:42 PT that ebaY picture services were down. At
06:38:34 PT completed search was intermittently unavailable, and at
06:57:31 PT seller search was down. Users reported the ebaY email
system down at 08:07:50 PT.
At 09:14:49 PT ebaY acknowledged that the feedback system was
intermittently unavailable from maintenance until 08:15 PT. ebaY then
posted at 09:47:20 PT that picture services were available as of 08:45
PT. Though reports from users confirmed this was not so, ebaY did not
change the posting until hours later. At 05:12:52 PT a user reported
that if you change the category on a relist, your item shows up in two
categories and you are charged double fees, so watch relists. At
17:09:08 PT cgi 3 started throwing 'An Internal Error has occurred
Please try again.' messages. ebaY updated the pic services posting at
19:57:34 PT saying "We are
aware that a number of errors are being encountered by members
using eBay Picture Services at this time. Please be assured that we
are working to resolve this issue and will update the community
when we have more information." Users posted at 20:05:54 PT that
the ebaY email system was continuing to have intermittent problems.

ebaY posted at 02:27:41 PT on 9 Jun that some of the issues causing
errors for pic services were working due to a fix applied just before
24:00 PT. ebaY continues to ask users to use the enhanced picture
services by downloading their ActiveX file, and TAG STRONGLY
recommends that users DO NOT put this invasive tracking system
on your computer. As an alternative, TAG recommends you
use a free or low fee image hosting service, or the free web space

At 11:22:15 PT users again reported problems with the ebaY email
system. At 11:50:14 PT search was down intermittently. Users
posted they were having difficulties with listing and with ebaY
pic services. The listing and image problems continued
throughout the day.

ebaY has moved their discussion boards to LiveWorld.   The boards
now have a spell checker and a different search function. Not all posts
are indexed yet.

ebaY U this weekend, these quotes are from an ebaY email received
8 Jun, titled "New ways to sell on ebaY", " Listing an item is now
quicker and easier. The page has been streamlined and all eBay picture
services have been integrated, so adding photos is a snap!" Yes, listing
on ebaY is now so easy, many folks are going to BidVille to do it! The
listing page and ebaY pic services have not worked for nearly three
weeks.   WebTV users have been almost completely excluded from ebaY,
both selling and buying. MAC Computer and AOL users have had endless
problems. All users have had problems of one sort or another, at best
with the process being very slow, and at worst, not being able to list
at all. The second quote was a note at the bottom of the email, "We
apologize for an error in the May Seller’s NewsFlash. The information on
eBay Online Payments was incorrect. The statement: "A breakthrough for
both buyers and sellers, eBay Online Payments gives everyone a safe,
quick, & easy way to make & accept payments. With no fees!" should have
read “With no fees for buyers!” By using eBay Online Payments, your
buyers will not incur any fees and you, the seller, won’t incur any
payment hassles. Experience faster, more secure payments when using eBay
Online Payment by Billpoint." Unfortunately for the seller, Billpoint
does not properly confirm that the credit card address and the shipping
address are the same, so on occasion gives sellers fraudulent
information. That does not stop Billpoint from doing a chargeback
against the seller, or charge the hapless seller a $10.fee for the
privilege.

Yahoo Auctions is appealing the French courts ruling against Yahoo.

PayPal effective 29 June 2001 is adding a $10.fee on merchant
related chargebacks. This will apply to sellers who are determined
to be at fault necessitating a credit card payment chargeback. The
$10 fee will be waived in those cases where the sellers have fulfilled
all of the requirements of PayPal's Seller Protection Policy. The $10
fee will also be waived for all sellers participating in the PayPal
Preferred program.

PayPal is also increasing fees on Premier and Business accounts.
Effective 29 June 2001 PayPal will charge 2.2% plus a flat fee
of 30¢ on all incoming payments, regardless of payment size or
funding source. The $5 maximum fee will continue to apply to

Interesting article on Online Payment Systems worth a read.
A couple of important pieces of advice the article missed - Associate
your online third party payment service account with a completely
isolated
analog world FDIC bank account (or even better an online FDIC bank
account). That way if something goes wrong - your other real world
accounts are not affected. It also makes it much easier to keep track
of your online transactions when not mixed in with your analog world
ones.

The second thing is to NEVER leave more money in your online
third party payment service account than you can afford to lose.
Since these services are basically unregulated, they could close their
doors any time and despite the alleged "insurance" they carry, you
may never see a penny of the money left in the account.

These services are very convenient, and as with any tool, when
used with due caution, can be a valuable one.
