The Auction Guild Notes for Friday 15 Oct 1999
----------------------------------------------------------------------
eBay – during their regularly scheduled outage on Friday 15 Oct,
accidentally left access to current listings, which caused confusion to
those viewing the pages, because the information was old and not
updated. Users were not able to bid, and the access was taken off line
as soon as eBay was alerted. All information was updated in the usual
manner when the site was brought back up.

Upcoming events and feature launches planned for the next few weeks,
though all are subject to change- * Revised My eBay tabs – See the
preview at http://pages.ebay.com/welcome.html * Australia site launch *
United Kingdom site relaunch to update the user interface and
functionality * Nine new U.S. regional pages to facilitate local trading
* A technical update from Engineering senior management * Additional
auction houses and dealer networks on eBay Great Collections * The
Millennium-O-Rama page to celebrate the millennium on eBay

Also, the re-sale of tickets to entertainment events (including sports
contests and music concerts) is regulated in some states and countries.
Some of these laws prohibit re-sales of tickets that exceed the price
stated on the ticket. The laws varies from place to place but eBay needs
to be sure that transactions on their site do not violate the law.
Unlawful resales are not permitted on eBay, and eBay will cooperate with
the investigation of such sales. eBay can’t give legal advice, but
will provide summaries of state laws, or links to state laws, at the
request of state authorities. eBay can’t confirm the accuracy of this
information, and urges users to research the issue carefully before
completing transactions. They have been contacted by the Massachusetts
(MA)and New York (NY)state about the potentially unlawful resale of
Major League Baseball playoff tickets. Here is a summary of some of the
applicable MA and NY State law. Massachusetts: MA Consumer Protection
law, civil law, c. 93A, regulates re- sellers of tickets who “do
business” in MA. Ticket brokers (including out of state sellers) who do
business in MA must register with the Department of Public Safety, and
may charge only a reasonable service charge (interpreted by courts as a
few dollars) plus no more than $2 over the face value of the ticket.
Currently, there are no laws in MA governing buyers of tickets that we
know of. New York: Ticket re-sales are regulated under NYs Arts and
Cultural Affairs Law Section 25.01, which regulates ticket re-sales
where either the buyer or seller is located in NY. Under Section
25.07(2) of that law, it is unlawful for any person or company to
re-sell any ticket to a place of entertainment (including a sporting
event) for more than the maximum premium price on the ticket. For more
information on NYs laws on ticket resales, go to:

Honesty.Com – New site is up and running, the latest bugs are in the
View counters page, and the set preferences/retire cookies options.
These are being addresses as fast as possible. For now, users need to
be careful when using the new One Step Lister program. As long as the
Title is less than 45 characters, and contains no punctuation
characters, the OSL appears to work great. If the title has too many
characters, or punctuation marks, the listings don’t show up on eBay.
They are working on permanent solutions to this, and ones such as the
image hosting for WEB TV users, and will fix these as soon as possible.
One of the really smart and customer friendly things they have done, is
to leave the old site up and running concurrently with the new. This
allows users to convert over gradually without loss of service. It also
lets Honesty go back to the “old” site when necessary if one of the
“new” site systems fail, such as the View counter page already
mentioned.   Users still retain full functionality, and Honesty gets the
time to fix the glitch! Overall, response to the new site and tools
appears to be very positive, and great praise is due all the folks at
Honesty for their very quick response to user problems and concerns, one
of the things that has made Honesty an example of how to do things
right. http://www.honesty.com/services/ http://www.honesty.com/
