Non-Paying Bidders (NPB) discussion – How eBay sees it –
Misunderstanding or miscommunication leads to lots of problems. When
NPBs appeal the notice from eBay – quote -of the numerous NPB appeals
eBay receives, bidders are often able to prove that they paid the
seller.- unquote The large number of final value fee requests and NPB
appeals has caused eBay to be slow in responding to either. So they have
come up with a new policy-
1. Initial Contact Period. Seller must wait at least 7 calendar days
after auction closes before final value fee request.
2. File a Non-Paying Bidder Complaint. If high bidder does not respond
after seven days have elapsed since the auction close, or the seller
that the high bidder will not pay the seller, the seller may file an NPB
Complaint. NPB Complaint must be filed within 30 days after the end of
the auction to be eligible for credit.
3. NPB email from eBay. eBay will in most cases, send an email to both
parties advising the high bidder that the seller has notified eBay that
high bidder is a potential non-paying bidder and encouraging the high
bidder to complete the transaction. Ebay feels new email will (a)
increase the number of completed transactions, (b) reduce the number of
erroneous suspensions by notifying the bidder earlier in the process and
giving the bidder a chance to respond to the seller’s complaint, and (c)
help bidders understand the responsibility that goes along with bidding
on eBay and the consequences of being an non-paying bidder.
4. Workout Period. After the NPB Complaint is filed, the seller and high
bidder should work with each other for at least 10 calendar days to

issues during the workout period, the seller may file for a final value
fee credit. In most cases, eBay will then send an email to the bidder
that the bidder has received an NPB warning and how to appeal the NPB
warning. The Final Value Fee Credit Request Form must be filed after
the 10 day
workout period has elapsed and within 60 days of the end of auction.
Other important revisions include:
* One seller can’t suspend one bidder by filing three or more final
value fee credit requests for auctions involving that bidder. The
bidder may be manually suspended after a review of that bidder’s file.
* eBay has updated and expanded the reasons sellers can request final
value fee credit. *Bidders will receive a warning for their first and
second offenses, a warning and automatic 30-day suspension on their
third offense and an automatic
indefinite suspension on their fourth offense. eBay will host a NBP
discussion session on Thurs 14 Oct 1999 from
10:00-11:00 PDT on the Discuss eBay’s Newest Features board
Regularly scheduled outage on Friday 15 Oct will be from 00:01to
05:00 PT. eBay will extend by 24 hours, all auctions scheduled to end
between 04:01 and 06:00PT

Auctions.Com- Has replaced Auction Universe. New registrants get a $5.00
account credit. A summary of the improvements they feel they made can

Honesty.Com – Has started their new site implementation. Today they put
the new One Step Lister (eBay only), and free image hosting in place,
along with their new look. In addition, you can now customize your
Honesty settings, and they have added Golds Auction Counters, a multiple
eBay counter feature, and a Web page counter.
Despite extensive beta testing, there are still some glitches appearing.
One Step Lister appears to have category incompatibility problems, and
the free image hosting is having problems digesting WebTV. When you log
onto Honesty, only partial pages download, and error messages appear.
Hopefully they will get some of these problems ironed out quickly.
They are leaving their old site up, so users can migrate over as they
feel comfortable doing so. The old site will not be updated with the
