eBay after problems earlier in the day, reported at 23:58PT on
1 Aug that the category listing pages (Current, New Today, Ending
Today, and Going, Going, Gone) on the main eBay and AOL
co-branded site up to date as of 23:58 PT. At 16:31:45 on 2 Aug,
My eBay went down, then at 19:53 the entire eBay system went
down. It came partially back up at approx 20:30PT, and was
reported by eBay at 21:04PT restored as of 20:53PT with the
exception of My eBay which was still down. The OAI chat boards
were still recording unavailability until 21:11. My eBay was back
up at 22:28PT on 2 Aug. eBay's system then went down again at
approx 19:06 PT and though eBay reported the site back up at
19:20 PT, users were reporting problems accessing the site as late
as 20:07. My eBay problems were fixed as of 20:15 PT.
Normally we recommend that you email bill-@e... for
refunds, but we have just discovered that bill-@e... is
CLOSED. According to an email from eBay -

The eBay system will be down for regularly scheduled maintenance
on Fri 4 Aug, between 01:00 PT and 05:00 PT.
eBay is postponing some of the changes to the Jewelry and
Gemstone categories. They are actively seeking input for the Fine
Jewelry section, with changes planned for Oct 2000. If you have

have finalized the proposed category changes for the Gemstones,
Men's and Timepieces categories. These changes are planned to
take effect on 11Aug 2000 and can be previewed from links on

PayPal/X.Com is now offering a guarantee to sellers and buyers
who are verified by PayPal and deal with other verified users.
The buyer and seller protection guarantees are effective as of 1 Aug,
and apply to transactions paid through the PayPal system on or after
1 Aug. Buyers and Sellers are protected up to $5000 per year against
fraudulent transactions. There are no clear policies on how this
will be implemented or enforced. In TAGs opinion, this policy raises
more questions than it answers. Posts on some of the OAI boards by
PayPal/X.Com employees make it clear that this program and related
issues such as chargebacks, freezing accounts, failure of buyer to
return items etc. have not been thought of, and is being addressed
